Programme Highlight 

The Tseung Kwan O Desalination Plant (TKODP) is in Area 137 of Tseung Kwan O, Hong Kong. It is the largest waterwork infrastructure project undertaken by China State Construction Engineering (Hong Kong) Ltd. under the Design-Build-Operation (DBO) model.

The project adopts reverse osmosis technology to remove dissolved salts and impurities from seawater, generating 135 million liters of potable water every day. The plant covers an area of 80,000 square meters and consists of 11 buildings and maritime engineering. The project commenced from December 2019, with a 15-year operational period commencing in July 2024. The total contract value is approximately HK$9.018 billion.

TKODP has won more than 30 awards, including the CIWEM HK 2023 Innovation Award-Runner-up, the Construction Industry Council Sustainable Construction Award 2023-Project Owner Gold Award (Public Institutions), the Institution of Civil Engineers Edmund Hambly Medal 2023-Highly Commended, the 6th Water Industry China Engineering Star Award-Starlight Award, and the Hong Kong Environmental Excellence Award 2021-Merit Award. During operation stage, in May 2025, it won the 2025 Desalination Plant of the Year at the Global Water Summit 2025. The project is based on the concept of “technological future, green and low-carbon, sustainable development”, and is designed with the highest rating of Hong Kong Green Building Environmental Assessment “BEAM Plus v1.2” Platinum level as the standard. The greening rate reaches 35%, which is a model of green environmental protection. During operation, the plant employs high-efficiency energy recovery devices integrated with reverse osmosis systems, saving up to 274,854 kWh of electricity daily—a 38% reduction in operational power consumption.

With a daily production capacity of 135 million liters of desalinated drinking water, TKODP meets approximately 5% of Hong Kong freshwater demand, serving around 370,000 residents. As a milestone of the Water Supplies Department’s Total Water Management Strategy, TKODP provides reliable and adequate potable water which is not subject to climate change as well as enhances the resilience of freshwater supply. The successful commissioning marks the dawn of a new era — transitioning from “passive water receiving” to “active water production”.
